P1 Teachers to Oversee KPSEA, KJSEA, and KCSE Exam Invigilation in 2025

For the first time, primary school teachers (P1 teachers) will take full charge of invigilating the Kenya Certificate of Secondary Education (KCSE) exams. This comes after the Kenya National Examinations Council (Knec) released new guidelines for the 2025 national exams and assessments.

According to Knec, only P1 teachers will serve as KCSE invigilators, while secondary school teachers will strictly handle supervision roles. In addition, P1 teachers will also oversee KPSEA and KJSEA exams, assisted by junior school teachers.

Knec Deployment Numbers

Knec CEO Dr. David Njengere confirmed the following deployment figures for the upcoming exams:

  • KCSE: 10,765 centre managers, 12,126 supervisors, and 54,782 invigilators.
  • KPSEA & KJSEA: 24,213 centre managers, 26,479 supervisors, and 125,492 invigilators.

To support these exams, 22,247 security officers and 2,692 drivers will also be deployed.

By the close of registration, Knec had recorded:

  • 996,078 KCSE candidates
  • 1,298,089 KPSEA candidates
  • 1,130,669 KJSEA candidates

This brings the total to 3,424,836 candidates sitting national exams and assessments in 2025.

Security and Supervision Measures

Unlike KCSE, the KPSEA and KJSEA will not require security officers in most exam centers. Officers will only be deployed in areas facing security risks, mainly to handle distribution and collection of exam materials.

For KCSE, each exam center will have at least two security officers present throughout.

Knec has also introduced strict deployment rules to reduce exam malpractice. Key highlights include:

  • Only secondary school teachers can serve as KCSE supervisors.
  • KCSE supervisors will rotate weekly to minimize irregularities.
  • Each KPSEA and KJSEA exam center will have one supervisor, supported by invigilators (more in centers with over 200 candidates).
  • Junior school teachers will supervise KJSEA, assisted by P1 teachers.
  • Only P1 teachers will supervise Grade 6 KPSEA.

Deployment Guidelines for Teachers

TSC Sub-County Directors have been instructed to deploy only teachers who are:

  • Registered and employed by TSC.
  • Have not served in the same school for the last three years.

Additionally, Knec has already activated the CP2 portal (on 26th September). Teachers are required to:

  1. Create a CP2 account.
  2. Log in to check their deployment.
  3. Download official deployment letters with roles and responsibilities.
