Teachers to Attend KNEC Briefings Ahead of 2025 Exams Under New Deployment Rules
The Kenya National Examinations Council (KNEC) will hold sensitization meetings for teachers deployed to administer the 2025 national examinations and assessments.
The sessions, organized jointly by KNEC and the Teachers Service Commission (TSC), will be conducted in sub-counties and zones once teacher deployment is complete and official deployment letters are issued.
Earlier this month, KNEC briefed key officials, including TSC sub-county directors, who are responsible for deploying teachers to exam centres.
Strict Deployment Rules
KNEC has outlined tough new conditions for teacher deployment this year. Only teachers who are:
- Registered and employed by TSC,
- Have a CP2 account, and
- Have not served in the same school for the past three years
…will qualify for exam duties.
Centre managers will be required to vet all deployed personnel. Ratios remain at 1 supervisor for every 200 candidates and 1 invigilator for every 20 candidates.
For learners with special needs:
- KILEA and KPLEA candidates will be invigilated by their own teachers.
- Blind candidates will be assisted by invigilators who can read braille.
Exam-Specific Deployment
- KCSE: Only primary school teachers will serve as invigilators, while secondary school teachers will supervise. Supervisors will rotate weekly to curb malpractice. During oral and practical exams, only supervisors are required at exam centres.
- KJSEA: Junior school teachers will act as supervisors, supported by primary teachers who will serve both as supervisors and invigilators.
- KPSEA: Primary school teachers will supervise and invigilate, assisted by junior school teachers.
- Centres with both KPSEA and KJSEA: One supervisor will manage both, provided candidate numbers fall between 30 and 200. Centres with more than 200 candidates will receive an additional supervisor.
The CP2 system will be reactivated on 26th September 2025, allowing teachers to log in, confirm their assignments, and download deployment letters.
Roles of TSC Sub-County Directors
TSC sub-county directors are expected to:
- Identify, vet, and deploy invigilators before exams begin.
- Confirm that all deployed staff are registered TSC teachers.
- Maintain discipline among centre managers, supervisors, and invigilators.
- Monitor exam conduct in their sub-counties.
- Verify all data before submitting it to KNEC.
Common Challenges
KNEC has flagged several persistent challenges:
- Teachers missing briefing meetings and rehearsals.
- Over-recruitment of personnel.
- Non-deployment into the CP2 system.
- Teachers showing low commitment.
- Collusion between TSC officers and centre managers to favor certain invigilators, sometimes linked to malpractice.
- Poor supervisor rotation.
Payment Requirements
For invigilators and supervisors to be paid, they must:
- Complete attendance registers online.
- Download, sign, and authenticate attendance sheets.
- Undergo verification in the CP2 system.
Payment challenges include:
- Name mismatches.
- Missing authenticated registers.
- Incorrect phone numbers.
- Forgotten CP2 passwords.
