KPJSSA Releases Official Rules for Primary and Junior School Ball Games, The Kenya Primary and Junior Schools Sports Association (KPJSSA), under the Ministry of Education, has released the official rules and guidelines governing ball games for primary and junior secondary schools in Kenya. These updated regulations aim to ensure fair play, standardization, and talent development in school sports.
The directive was issued by KPJSSA Secretary General Mamai Etiang’ and shared with all regional, county, and sub-county KPJSSA secretaries ahead of the 2025 school sports calendar.
1. Sports Equipment Guidelines
- Volleyball Net Height:
- Under 12 and Under 15: 2.24 meters
- Netball Post Height:
- Under 12 and Under 15: 3.05 meters
- Handball Ball Sizes:
- Under 12: Size 4
- Under 15: Size 5
2. Composite Team Formation
- Primary School Level:
- Teams should consist of 75% players from the winning team and 25% from other participating teams.
- If the Match is Decided via Penalties or Shootouts:
- 50% from the winning team
- 25% from the second-placed team
- 25% from other teams
3. Foreign Player Policy
To maintain balance and inclusivity, the number of foreign players per game is limited as follows:
- Handball, Netball, Volleyball:
- Max 3 foreign players, with 2 allowed on the field at any time.
- Soccer:
- Max 5 foreign players, with 3 allowed to play simultaneously.
- Basketball 3×3:
- Max 2 foreign players, with 1 allowed to play at a time.
4. Official Match Durations
Soccer
- Primary Boys & Girls:
- 2 halves of 30 minutes with a 10-minute halftime
- Junior Boys & Girls:
- 2 halves of 35 minutes with a 10-minute halftime
Handball
- Primary Level:
- 2 halves of 20 minutes with a 15-minute break
- Junior Level:
- 2 halves of 25 minutes with a 15-minute break
Netball
- Primary & Junior Levels:
- 4 quarters of 10 minutes each
- 5-minute breaks between Q1–Q2 and Q3–Q4
- 8-minute halftime between Q2 and Q3
