TSC Pays 20,000 Teachers and interns 2025.

The Teachers Service Commission (TSC) has announced that 20,000 intern teachers who were recently recruited for a one-year internship in Junior Secondary Schools (JSS) will start receiving their stipends in February 2025.

This follows the submission of casualty returns for most teachers who reported to their respective schools on January 6, 2025. The commission has also initiated the process of transferring 46,000 teachers from internship contracts to permanent and pensionable (PNP) terms starting this January.

Delayed Submission of Casualty Returns

TSC has attributed delays in salary processing to school Heads of Institutions (HOIs) who failed to submit the required online casualty returns on time. The commission had already closed its January payroll, meaning teachers on PNP terms are now scheduled to receive their enhanced January salaries, including leave allowances.

Intern Teachers to Receive CBC and CBA Training

As part of their professional development, JSS intern teachers—primarily science educators—will undergo training in February on the Competency-Based Curriculum (CBC) and Competency-Based Assessments (CBA). This retooling aims to equip them with the necessary skills to effectively deliver the new curriculum.

Teacher Shortage Crisis in Junior Secondary Schools

TSC is currently grappling with a severe teacher shortage, requiring 72,422 additional teachers to meet staffing demands in JSS. According to TSC CEO Dr. Nancy Macharia, the commission needs 149,350 teachers to handle Grades 7, 8, and 9, yet only 76,928 teachers have been employed so far—representing 51.5% of the required workforce.

The current JSS teaching workforce includes:

  • 20,000 intern teachers
  • 39,550 teachers initially hired as interns but later converted to PNP terms
  • 8,378 P1 teachers deployed to JSS in 2023 and 2024
  • 9,000 teachers recruited on permanent and pensionable terms

TSC’s Efforts to Address Teacher Shortage

To combat the staffing crisis, TSC plans to deploy 6,000 Primary Teacher Education (PTE) teachers to JSS in April 2025. Since April 2019, a total of 229,292 teachers have been retooled on CBC and CBA, including 60,642 JSS teachers trained between May 2023 and November 2024.

Teacher Internship Programme Details

The Teacher Internship Programme is a one-year initiative designed to enhance the skills, competencies, and practical teaching experience of unemployed but registered teachers. While the internship is non-remunerative, JSS interns receive a monthly stipend of Kshs. 20,000, subject to statutory deductions such as:

  • National Hospital Insurance Fund (NHIF)
  • National Social Security Fund (NSSF)
  • Housing Levy

Upon successful completion, interns are awarded a certificate, which enhances their chances of securing PNP positions.

Intern Teachers Given Priority in Permanent Employment

In the latest 2025 recruitment scoresheet, TSC automatically awarded 50 marks to teachers who previously served as interns. This means that those who completed their internship had a significant advantage in securing PNP jobs.

Furthermore, in December 2024, TSC advertised 8,707 replacement positions, opening opportunities for intern teachers to apply for permanent positions.

TSC remains committed to resolving the JSS teacher shortage and ensuring that every classroom is adequately staffed to support Kenya’s CBC implementation.
