CIRCULAR NO: 14/2024
TO: ALL HEADS OF INSTITUTION
SUBJECT: SECURITY AND SAFETY IN LEARNING INSTITUTIONS
Reference is made to the provisions of the Safety Standards Manual for Schools, the Commission’s Circular No. 6 of 2017 dated 21/3/2017, and the Circular issued by the Principal Secretary, State Department of Early Learning and Basic Education, Ref: MOE.HQS/3/13/3 (88) dated 18th June, 2019 on the above subject matter.
As you are aware, safety, security, and welfare of learners, as well as the effective management of institutional property, are essential components of the teaching and learning process. Ensuring a safe learning environment not only supports educational outcomes but also safeguards the well-being of both learners and staff.
To this end, Institutional Administrators are required to take necessary measures to ensure the safety of learners and institutional property.
Observations
It has come to the Commission’s attention that some Heads of Institution have failed to:
- Implement the provisions of the Safety Standards Manual for Schools—a key policy document governing learner welfare in learning institutions.
- Enforce compliance with administrative circulars issued by the Government on the subject of safety and security.
Directives
In view of the above, all Heads of Institutions are directed to:
- Strictly enforce the provisions of the Safety Standards Manual for Schools and all circulars related to learner safety without fail.
- Collaborate with Ministry of Education field officers and National Government Administration Officers to maintain high safety standards in schools.
- Enhance supervision of learners to ensure prompt detection and prevention of any cases of learner indiscipline or unrest. You, together with the Deputy Heads of Institution and Senior Masters in charge of boarding programs, are required to remain vigilant and stay within the school premises at all times to ensure learner safety.
- Engage law enforcement agencies in investigating cases of arson, violence, and indiscipline in schools. Institutions must cooperate fully to ensure administrative and legal actions are taken against any perpetrators.
Consequences of Non-compliance
The Commission will take firm disciplinary action against any institution heads found to have flouted the guidelines as stipulated in the Safety Standards Manual. This will be done in accordance with the Code of Regulations for Teachers and the Code of Conduct and Ethics.
