The Teachers Service Commission (TSC) considers several key factors before approving a teacher’s request for a transfer, particularly for those seeking inter-county transfers or for delocalized instructors. These considerations ensure that teacher distribution remains balanced across regions while addressing the specific needs and circumstances of individual educators.

Here are the primary criteria that TSC examines when approving teacher transfers:

  1. Age of the Teacher: Initially, teachers aged 56 and above were not eligible for transfers out of their current workstations. However, following changes related to TSC’s delocalization policy, the age threshold has been lowered to 50 years. This means that teachers aged 50 and above can now have their transfer requests approved immediately. Many teachers within this age bracket are school heads who were transferred out of their home counties as part of the delocalization initiative starting from 2018.
  2. Health Status of the Teacher: TSC prioritizes the transfer requests of teachers with documented cases of terminal illness. For teachers suffering from chronic conditions such as high blood pressure or diabetes, transfer requests are fast-tracked. These teachers must provide supporting medical documents, evidence of the availability and accessibility of appropriate medical facilities, and meet other relevant requirements to have their transfers approved.
  3. Teachers with Disabilities: Teachers with disabilities, who have the necessary certification, were previously exempted from transfers outside their sub-county. Now, these teachers receive top consideration when they seek transfers, allowing them to remain close to accessible medical care and other necessary resources.
  4. Family Considerations for the Teacher: Family considerations have become a significant factor in TSC’s decision-making process, especially for delocalized teachers who wish to return to their home regions. To support their transfer requests, teachers must provide evidence of marriage, such as a marriage certificate or an affidavit. This shift in policy reflects TSC’s recognition of the importance of family unity and the challenges posed by long-term separations.
  5. Length of Stay Since First Appointment: TSC now allows for the approval of transfer requests for teachers who have served at a station for less than three years in normal areas. Previously, teachers were required to serve for at least five years in both North Eastern and other areas before requesting a transfer. This change offers greater flexibility, enabling teachers to move based on evolving personal or professional needs sooner than before.

These five elements—age, health status, disabilities, family considerations, and length of stay—are critical in TSC’s evaluation process for approving teacher transfers. By considering these factors, TSC aims to address the personal needs of teachers while maintaining a balanced distribution of staff across the country. This approach helps ensure that the education system remains functional and effective, even as it accommodates the specific circumstances of individual educators.
