1. Verification of Applications
- Initial Review: The TSC Sub-County Director verifies the TSC registration status of applicants and presents the list to the Selection Panel.
- In-Person Appearance: Applicants are required to appear before the Selection Panel on specified dates for verification.
- Document Scrutiny: Original academic and professional certificates will be checked for authenticity. The Sub-County Director certifies photocopies before submitting them to the County Director.
- Disqualification of Fraudulent Applicants: Anyone presenting forged documents will be disqualified and deregistered from the TSC.
2. Selection Criteria
- Marking System: Applicants are evaluated based on their qualifications and experience, using a standardized score sheet.
- Handling Ties: In the event of tied scores, the panel applies guidelines outlined in Clause 1.17, considering graduation date and academic strength.
- Merit List Compilation: After document verification, the Sub-County Selection Panel compiles a Merit List, which is then sent to the County Director for verification at TSC Headquarters.
3. Final Selection Process
- Panel Composition: The Sub-County Selection Panel includes the Sub-County Director (Chairperson), a TSC Sub-County HR Officer (Secretary), and a Curriculum Support Officer.
- Document Submission: The Sub-County Director submits:
- The list of verified applicants.
- Sub-County Merit List.
- Summary of any complaints raised.
- Minutes of the Selection Panel meeting.
4. Post-Selection Actions
- Submission to Headquarters: The County Director compiles and submits the County Merit List and related documentation to TSC Headquarters for further verification. This includes minutes, medical reports, and certification letters.
5. Complaints and Appeals
- Addressing Complaints: Applicants who are dissatisfied can submit a complaint to the TSC County Director within seven days of the selection exercise.
- Appeals Process: If unresolved, applicants can escalate their complaints to the Appeals Committee at TSC Headquarters, which will review and resolve the issue within 14 days.
