TSC Unveils 2025 Promotion Evaluation Criteria:Scoring and Assessment Components, The Teachers Service Commission (TSC) has officially released the 2025 promotion evaluation matrix, offering a structured scoring system aimed at enhancing fairness, transparency, and consistency in teacher promotions.
This update aligns with recommendations by the National Assembly Departmental Committee on Education, which had advised TSC to adopt a merit-based approach to assess promotion applications.
Key Components of the 2025 TSC Promotion Scoring Framework:
According to the Commission, teacher promotions will be evaluated based on the following criteria:
1. Stagnation in Job Grade
Teachers who have stayed in the same job group for an extended period will earn extra marks, rewarding their patience and long service. For instance, teachers who have remained in the same grade for 6 years and above will receive top priority.
2. TPAD Score
Performance in the Teacher Performance Appraisal and Development (TPAD) system will be a key metric. TSC says TPAD scores are crucial in determining an applicant’s suitability for promotion.
3. Service in Acting Administrative Roles
Teachers who have served in acting capacities such as deputy principal, senior teacher, or department head — even without formal appointment — will score additional points. The duration and nature of the role determine how many marks are awarded.
4. Age and Training
Older teachers with long service records and relevant training will be favored. Points are awarded based on age brackets and training credentials. Teachers aged 46–50 will earn five points, while those aged 51–55 will receive six points.
5. Experience in Co-Curricular Activities
Involvement in extracurricular activities like sports, drama, and music will also be recognized. Teachers will receive marks based on the level and impact of their participation.
6. Academic Qualifications
Academic qualifications remain a critical factor. Teachers with advanced degrees or professional courses relevant to their teaching area will gain higher scores.
7. Service in ASAL and Hard-to-Staff Regions
Teachers who have served in Arid and Semi-Arid Lands (ASAL) or remote regions will earn bonus points. This is meant to incentivize and reward teachers working in challenging environments.
8. Discipline Record
TSC will also review each applicant’s discipline history. Clean records will earn more points, while past misconduct could lower a candidate’s overall score.
TSC’s 2025 promotion matrix is designed to ensure a balanced, merit-based system that rewards experience, professional involvement, academic qualifications, and service in underserved areas. This new framework aims to standardize the promotion process and improve accountability across the education sector.
