TSC to Promote P1 Teachers to C2 After World Bank-Sponsored TPD Training – Eligibility, Rollout Plan & What It Means

Good News for P1 Teachers: TSC Sets Plan to Upgrade Primary Teachers to C2 Grade

The Teachers Service Commission (TSC) has announced that it will promote P1 teachers currently in Job Group C1 to Job Group C2, following the successful completion of a three-year Teacher Professional Development (TPD) training program. This training is fully sponsored by the World Bank in collaboration with TSC

Purpose of the Training

The training aims to equip primary school teachers with the necessary skills and competencies to teach in Junior Secondary School (Grades 7, 8, and 9) in line with the Competency-Based Curriculum (CBC).

TSC plans to retool and deploy these teachers to address the growing shortage of teachers in Junior Schools, which currently require over 90,000 teachers.

Data Collection & Eligibility Requirements

TSC has directed all primary school headteachers to submit details of interested and qualified teachers. This information should be provided in an Excel template, including:

  • Full name of the teacher
  • TSC number
  • Current school name
  • Sub-county
  • KCSE mean grade
  • Two teaching subjects

Deadline for submission: Friday, 29th August 2025

Eligibility Criteria for TPD and Promotion

Only teachers who meet the minimum qualifications will be accepted into the training program. TSC requires that:

  • The teacher must have at least a KCSE mean grade of C (plain)
  • Must have scored C+ (plus) in at least two teaching subjects

Teachers who meet these requirements will be enrolled in the training, which will result in automatic promotion to C2 upon successful completion.

Key Shift in TSC Policy

This marks a major policy shift by TSC. Previously, the Commission only deployed teachers with degrees in secondary option and minimum subject qualifications to Junior Schools.

Despite past opposition, including proposals from KNUT urging TSC to retool P1 teachers, the Commission had insisted on strict qualification thresholds. Now, P1 teachers are being brought on board to address the staffing gaps.

Deployment of 1,436 P1 Teachers to Junior Schools

In a new move, TSC has confirmed the deployment of 1,436 qualified P1 teachers to Junior Secondary Schools. The teachers have already begun receiving deployment letters and are expected to report in September 2025.

TSC had received 3,178 applications but only 1,436 met the required qualifications. The Commission had initially aimed to deploy 6,000 P1 teachers, but most applicants did not meet the eligibility standards.

Promotion Path for Deployed Teachers

Upon deployment:

  • Teachers will start at Job Group C2
  • They will serve for 3 years
  • Afterward, they will be automatically promoted to Job Group C3

However, teachers with degrees in primary option will not be considered for deployment. TSC insists that only those with degrees in secondary option and minimum C+ in both KCSE and two teaching subjects are eligible.
