Big Win for Teachers – The Teachers Service Commission (TSC) has officially announced the promotion of 25,000 teachers across Kenya, from job group C1 up to D5. The much-anticipated December 2025 interviews will mark a turning point in teacher career progression, focusing on fairness, efficiency, and rewarding experience.

Massive Teacher Promotion Drive

The promotion exercise will be conducted in two phases:

  1. Phase One – Advertised in November 2024, offering 5,690 slots for school administrators under Adverts 1 to 4.
  2. Phase Two – Announced on 17th December 2024, adding 19,943 vacancies in grades C1–D3 (16,109 for primary school teachers and 9,179 for secondary/college tutors).

Total promotions: 25,288 positions – one of the largest in TSC history.

December 2025 Interview Focus

Although widely referred to as C1–D5 promotions, this round officially covers C1 to D3 only.

The interviews will focus mainly on document verification rather than traditional panel questioning. The selection team—comprising Sub-County Directors, HR Officers, and Curriculum Support Officers—will verify:

  • National ID card
  • Original appointment letter
  • Academic certificates and transcripts
  • Other relevant supporting documents

TSC Scoring System for Promotions

The new scoring criteria give significant weight to experience and academic qualifications:

  • Age: 55+ years = 30 points; 50–54 years = 26 points; 45–49 years = 22 points; fewer points for younger groups.
  • Education: Master’s degree = 5 points; Bachelor’s = 3 points; Diploma = 1 point.
  • Extra points: KNEC examiner role, years in current grade, and TPAD ratings.

  • Scale – Over 25,000 vacancies make this one of the most extensive promotion exercises in Kenyan education history.

Challenges Facing the Promotion Process

  • Some senior teachers (especially over 50 years old) were left out despite long service.
  • Promotion imbalance – Around 75% of promotions went to primary school teachers, only 25% to secondary school tutors.
  • Funding limits – Treasury released Ksh 1 billion, half of TSC’s Ksh 2 billion request.

Future of Teacher Promotions in Kenya

TSC is rolling out an automatic promotion policy to replace some interviews:

  • P1 certificate holders → B5 to C1
  • Diploma holders → C1 to C2
  • Degree holders → C2 to C3

These automatic upgrades occur every three years with satisfactory performance, reducing reliance on interviews.
