TSC to Prioritize Local Teachers in Recruitment of 2,014 Replacement Positions, The Teachers Service Commission (TSC) has announced that local teachers will be given priority in the ongoing recruitment of 2,014 new teachers to fill vacancies left through natural attrition.
This directive, outlined in the latest TSC recruitment guidelines, overrides calls by some Members of Parliament (MPs) who had pushed for teachers aged 40 and above to be prioritized.
According to the official TSC recruitment scorecard, teachers from local sub-counties will be considered first, followed by those from the county and region. Only if no local applicants are available will candidates from other counties be considered.
“Priority should be given to local applicants. Non-local applicants will only be considered once all local applicants have been exhausted,” stated TSC CEO Nancy Macharia.
Backlash from Teachers
Some teachers have criticized the move, terming it discriminatory and a catalyst for tribalism, as it could lock out highly qualified non-local candidates.
Still, the TSC has instructed vetting panels led by Sub-County Directors to split merit lists into two: one for local applicants and another for non-locals. This list must be available upon request but will not be published online due to data protection concerns under the Data Protection Act, 2019.
Breakdown of the 2,014 TSC Teaching Positions
The available slots include:
- 1,309 posts for primary schools
- 32 posts for junior secondary schools
- 673 posts for secondary schools
All appointments will be on permanent and pensionable (PNP) terms.
Minimum Requirements for Applicants
- Primary school applicants must hold a P1 Certificate.
- Junior and secondary school applicants require a Diploma in Education or higher.

- TSC Registration Certificate
- PTE Certificate or UDPTE Diploma
- KCSE and KCPE certificates (including resits)
- KNEC Certification Letter (if applicable)

- NCPWD Card (if applicable)
- Sworn affidavit for name discrepancies
For Junior and Secondary School Applicants:
- National ID
- TSC Registration Certificate
- Diploma or Degree certificate with transcripts
- KCSE and KCPE certificates (including resits)
- KNEC Certification Letter (if applicable)
- School leaving certificates (Primary & Secondary)
- NCPWD Card (if applicable)
- Sworn affidavit for name discrepancies
Intern teachers, who already earn 50 marks on the TSC scorecard, only need to present their ID cards during verification.
Consideration for Teachers with Disabilities
TSC requires applicants with disabilities to indicate their disability status and type to guide in appropriate placement.
Merit List Compilation
Once document verification is complete, each Sub-County Director will compile a comprehensive merit list of all verified candidates.
