TSC Salary Increment Unveiled in 2025–2029 CBA: Junior Teachers Get Up to 26% Pay Rise
TSC Salary Increment Unveiled in 2025–2029 CBA: Junior Teachers Get Up to 26% Pay Rise The Teachers Service Commission (TSC) has released a groundbreaking salary proposal under the 2025–2029 Collective Bargaining Agreement (CBA), offering junior teachers the biggest salary raise in years—up to 26% increase in basic pay. Senior educators, however, are set to receive more modest increments of 5% to 8%, a move that has stirred debate among stakeholders.
This proposed pay rise aims to close the wage gap and boost morale among newly employed teachers, especially those in lower job grades.
Key Highlights of the Proposed 2025–2029 CBA
- Teachers in Grades B5 to C2 to receive between 16%–26% salary increase.
- Senior educators in Grades D4 and D5 to get 5%–8% raise.
- All allowances including house, commuter, hardship, leave, and disability guide to be increased by 20%.
- Phased implementation starting July 2025.
Breakdown of Proposed Salary Increases by Grade
| Grade | Title | Proposed Increase |
|---|---|---|
| B5 | Primary Teacher II | Up to 26% |
| C1 | Primary Teacher I | Up to 24% |
| C2 | Secondary Teacher III | Up to 20% |
| C3 | Secondary Teacher II | Around 16% |
| D1–D3 | Senior Masters/Principals | 10%–12% |
| D4–D5 | Senior & Chief Principals | 5%–8% |
Proposed 20% Allowance Boost Includes:
- House Allowance
- Commuter Allowance
- Hardship Allowance
- Leave Allowance
- Disability Guide Allowance (where applicable)
Why the Pay Rise?
The TSC explained that low-cadre teachers often struggle under harsh economic conditions and have been sidelined in past negotiations. The new proposal aims to create equity and retain fresh talent in the profession.
Union Reactions
The proposal has received mixed reactions:
- KNUT Secretary General, Collins Oyuu said,
“This offer is a great start for junior teachers, but fairness across all job groups must be upheld.” - KUPPET’s Akello Misori warned that
“Senior teachers may feel neglected and demoralised. TSC must engage in more inclusive talks.”
Implementation Timeline
If approved, the new salary structure will roll out in three phases starting July 2025, with priority given to teachers in grades B5 to C2.
The TSC’s 2025–2029 salary proposal is a landmark move for education sector reform, especially for junior teachers who have long called for better compensation. However, with senior educators pushing for a more balanced deal, stakeholders should brace for further negotiations before the deal is sealed.
