TSC Removes 1,864 Teachers from Promotion List

TSC Removes 1,864 Teachers from Promotion List , The Teachers Service Commission (TSC) has dropped 1,864 teachers from its initial April 2025 promotion list for failing to meet the minimum three-year service requirement set by the Career Progression Guidelines (CPG).

According to TSC CEO Dr. Nancy Macharia, these teachers had been previously shortlisted but were later disqualified after a review confirmed they had not completed the required three years in their current job group.

“In line with the Committee’s recommendations, all 1,864 teachers who did not meet the mandatory three-year CPG threshold were removed from the promotion list,” said Dr. Macharia.

The vacant positions were then redistributed to qualified candidates across all counties. Priority was given to teachers who have served in one grade for at least seven years and are nearing retirement within three years.

County-Wise Promotion Breakdown

The TSC also released a full list detailing how many teachers were interviewed and promoted in each of the 47 counties. Below are a few highlights:

  • Machakos: 762 promoted out of 5,547 interviewed
  • Kakamega: 748 promoted from 6,986 interviews
  • Nairobi: 649 promoted from 2,184 interviews
  • Garissa: 139 promoted from 418 interviews

In total, 143,849 teachers were interviewed, and 25,252 received promotions.

5,291 Teachers Promoted Despite Shortfall in Eligibility

Despite the CPG policy, 5,291 teachers were promoted without meeting the three-year service threshold. TSC noted that the majority of these promotions were for principal and deputy headteacher roles, where the number of qualified candidates was insufficient.

“The number of eligible teachers in feeder grades fell significantly short of the available vacancies,” the TSC stated in a press release dated May 22.

To bridge the gap, the Commission temporarily lowered the requirement to just six months in the same grade. This waiver allowed for competitive filling of vacancies, especially in arid and semi-arid regions where teacher recruitment and retention remain a challenge.

  • 1,410 teachers were promoted to Principal (Grade D3)
  • 3,686 teachers were promoted to Deputy Headteacher (Grade C4)
  • Only 598 teachers met the requirement for the principal roles
  • 7,460 teachers were eligible for the deputy head positions

Out of those promoted without meeting the full requirement, 3,427 were placed in administrative positions such as principal and deputy headteacher.

TSC requested that these appointments be upheld, citing the urgent need to fill critical leadership roles.

New Standardised Promotion Guidelines in Development

This new framework will uphold constitutional principles such as equity, inclusiveness, and non-discrimination.

“TSC is committed to ensuring future promotions are fair, transparent, and merit-based,” the statement concluded.
