TSC Releases Complete List of Required Documents for P1 Teacher Deployment to JSS

TSC Releases Complete List of Required Documents for P1 Teacher Deployment to JSS, The Teachers Service Commission (TSC) has officially kick-started the deployment process for qualified P1 teachers transitioning to Junior Secondary Schools (JSS).

Under this directive, the TSC Sub-County Directors will oversee the exercise and issue official deployment letters to the successful candidates. Each teacher will receive a copy of the appointment letter, while the second signed copy will be submitted to TSC headquarters for record-keeping.

Deployment Criteria & Considerations
Deployment will prioritize teachers’ proximity to their current station. Other determining factors include teaching subject combinations, gender, and qualifications in Special Needs Education (SNE). Teachers with SNE credentials will be assigned to Special JSS institutions.

Required Documents for Teacher Verification

During the vetting exercise, applicants must present the following original documents and photocopies:

  1. Degree or Diploma certificate
  2. Official academic transcripts
  3. SNE qualification certificate (if applicable)
  4. KCSE certificate or its equivalent
  5. Current payslip
  6. A declaration letter from the Head of Institution confirming that the teacher is currently serving in the school and is not under interdiction or disciplinary action

Minimum Requirements for P1 Teachers Seeking Deployment to JSS

To be eligible for deployment, teachers must meet the following conditions:

  • Be actively registered with TSC
  • Be currently employed as a primary school teacher under TSC
  • Have no ongoing interdiction or disciplinary issues
  • Hold a Diploma in Education with a minimum grade of C+ in KCSE, including C+ in at least two teaching subjects aligned with either the 8-4-4 or CBC curriculum; or
  • Have two principal passes and one subsidiary pass at A-Level
  • Have studied at least 8 units in each teaching subject
  • Teachers with a KCSE grade of C (Plain) but have completed both Diploma and Bachelor of Education degrees are also qualified
  • Must not hold a Bachelor of Education (Primary Option)—such candidates are ineligible
  • Must have expressed interest and be listed in the official deployment roster from TSC headquarters

Document Submission Guidelines to TSC Headquarters

After the verification process, Sub-County and County Directors are required to forward the following to the Director of Staffing:

  • Sub-County vetting minutes, signed by Staffing Chairperson and Secretary
  • County-level vetting minutes confirming review of all Sub-County applicants
  • List of vetted teachers with fully completed STATUS and REMARKS sections
    • Example: “Not Qualified – KCSE C-“

All submissions should be compiled in an MS Excel editable format and sent via email to dirstaffing@tsc.go.ke by June 20, 2025.

Important Note:
Sub-County Directors must safely store original vetted documents of successful applicants until further notice. No alterations should be made to the list except filling in the status and remarks columns.
