TSC Promotes 23,388 Teachers After January and February,The Teachers Service Commission (TSC) has officially announced the promotion of 23,388 teachers following interviews conducted in January and February 2025. This milestone marks a significant move to address staffing gaps and reward deserving educators across the country.

Promotion Letters Dispatched to Counties

TSC has started dispatching promotion letters to county offices, allowing immediate deployment of the promoted teachers to schools with vacancies. According to sources, the full list of promoted teachers will be published on the TSC website within the week.

County and Sub-County Directors have been instructed to oversee the smooth transition and deployment of the newly promoted teachers.

Parliament Clears the Promotions

This development comes after the National Assembly Committee on Education, chaired by Tinderet MP Julius Melly, gave TSC the green light to proceed with the promotions. While TSC had originally sought to promote 25,252 teachers, budget constraints limited the process to 23,388.

The Parliament allocated Ksh 1 billion, which covered promotions for 5,690 teachers, far below the number of vacancies advertised.

Scrutiny Over Irregular Promotions

The promotion process faced criticism after 5,291 teachers were promoted despite not meeting the required three-year service period, as outlined in the Career Progression Guidelines (CPG). Lawmakers raised concerns over inconsistencies and alleged bias in the promotions.

Complaints included:

  • Promotion of junior teachers ahead of more experienced ones
  • Unequal distribution of promotion slots across counties
  • Skipping of the mandatory three-year service requirement

Following a review, 1,864 teachers were removed from the original promotion list for not meeting the minimum eligibility criteria. These changes were made in accordance with the Education Committee’s recommendations.

TSC Vows Reforms for Transparency

TSC CEO Dr. Nancy Macharia confirmed that the vacancies left by the disqualified teachers were fairly redistributed nationwide, based on the number of applicants per region.

To enhance transparency and fairness, Dr. Macharia announced plans to develop clear promotion guidelines and automate the promotion process. This system will allow for:

  • Online applications
  • Real-time shortlisting
  • Digital interview feedback
  • Issuance of promotion letters electronically

Flexible Criteria in Marginalised Areas

Dr. Macharia noted that in certain cases, the three-year requirement was waived to address historical staffing shortages—especially in marginalised regions and for teachers on long-term acting appointments.

For example, for Grade D3 (Principal) promotions, the service period was reduced to six months nationwide due to a lack of eligible candidates. Similarly, for Deputy Principal III (D1) roles, the requirement was waived in 18 counties, including Migori, Narok, Busia, and Mandera.

New Promotion Policy and Affirmative Action

The Commission has also introduced a standardised interview scoring system that considers:

  • Teacher performance appraisals
  • Leadership roles
  • Academic achievements
  • Age and professional experience

Additionally, a new policy now enables automatic progression for teachers in common cadre grades, provided they meet the three-year service and performance benchmarks.

TSC reaffirmed its commitment to affirmative action in Arid and Semi-Arid Lands (ASALs), where many teachers have been overlooked despite holding administrative responsibilities. These teachers will now be promoted in line with their duties and contributions.
