TSC Official List: 38,849 P1 Teachers Cleared for World Bank Upgrading – Eligibility, Memo & County Breakdown

The Teachers Service Commission (TSC) has released the official list of 38,849 P1 teachers who have been cleared to join the World Bank–sponsored upgrading program set to begin in November 2025.

According to the Commission, the selected teachers met the minimum academic requirements of KCSE mean grade C+ and above, with at least a C+ in two teaching subjects.

Concerns Over Teachers With KCSE C (Plain)

The latest TSC memo has, however, raised alarm among teachers with KCSE mean grade C (Plain). Initially, the Commission had indicated that all P1 teachers with KCSE C (Plain) and above would be considered.

But in the new list, only those with C+ and above have been shortlisted, sparking fears that thousands of teachers with C (Plain) may be excluded from the program.

Purpose of the World Bank Upgrading Program

The upgrading exercise, fully funded by the World Bank, seeks to equip primary school teachers with Competency-Based Curriculum (CBC) skills so they can effectively handle junior school learners (Grades 7–9).

TSC Memo Highlights (18th September 2025)

In a fresh internal memo, Dr. Mugwuku Nthamburi, Director of Teacher Professional Management, instructed Regional and County Directors to:

  1. Verify teacher details against official TSC records.
  2. Ensure only eligible P1 teachers (Grade 1–6) with C or C+ are listed.
  3. Add columns for KCSE Index Numbers and year of sitting KCSE.
  4. Correct anomalies in the earlier submissions, where:
    • 2,000 teacher records were missing,
    • Some qualifications mismatched TSC records,
    • Several teachers complained of being left out.

The revised data must be submitted in Excel format to the TSC headquarters by Wednesday, 24th September 2025.

Distribution of Qualified Teachers by County

The distribution shows wide regional variations. Counties with the highest number of shortlisted P1 teachers include:

  • Kakamega – 4,169
  • Bungoma – 2,208
  • Nakuru – 1,672
  • Homa Bay – 1,566
  • Kisumu – 1,456
  • Murang’a – 1,410
