TSC Issues 2025 Promotion Letters for Teachers Upgraded from C3 to C4 – New Salaries and Benefits Out

The Teachers Service Commission (TSC) has officially rolled out promotion letters for thousands of educators upgrading from Job Group C3 to C4, marking a major step in resolving stagnation and motivating career progression. Teachers promoted to T-Scale 9 (Senior Master IV) will enjoy a higher salary scale, expanded duties, and stronger job recognition.

This announcement comes amid widespread excitement across Kenya’s teaching community, as the commission moves to fill mid-level leadership gaps and support the Competency-Based Curriculum (CBC) rollout.

TSC Promotions 2025: Quick Recap

  • Total Teachers Promoted: 23,388
  • Interview Period: January–February 2025
  • Focus Grades: C4 and C5
  • Promotion Effective Date: April 1, 2025

While the process faced a temporary suspension by Parliament’s Education Committee over Career Progression Guidelines (CPG) compliance, the TSC clarified that 1,864 teachers were removed from the list after failing to meet the 3-year time-in-grade requirement. These slots were fairly redistributed across counties to uphold transparency

Promotion Letters – C3 to C4 Highlights

Teachers who received letters of appointment have officially assumed the title Senior Master IV (T-Scale 9). Each letter outlines:

  • Effective date of promotion (April 1, 2025)
  • Expanded responsibilities and appraisal expectations
  • A 30-day window to formally accept the promotion under Regulation 81 of the 2015 Code of Regulations for Teachers

Failure to respond within the stipulated period nullifies the offer.

New Salary Scale for Grade C4

Promoted teachers will now earn between:

  • KSh 627,696 and KSh 826,284 annually

This shift from the previous C3 scale represents a significant pay boost, positively impacting monthly income, pension contributions, and long-term financial security.

Expanded Duties Under C4 (Senior Master IV)

Teachers moving to C4 will now take on:

  • Supervisory roles over junior staff
  • Administrative and curriculum support duties
  • Leadership of academic programs and school improvement strategies
  • Performance evaluation through appraisal tools aligned with national education goals

Governance & Compliance

All promotions fall under these key frameworks:

  • TSC Act (2012)
  • Code of Regulations for Teachers (2015)
  • Code of Conduct and Ethics for Teachers (2015)
  • Career Progression Guidelines (2018)
  • Any other TSC circulars or legislative provisions

Fairness and Equity in Promotions

The redistribution of ineligible promotion slots reinforced TSC’s commitment to fairness and regional balance. Teachers are reminded to strictly follow CPG requirements to be eligible in future rounds

The Bigger Picture: Addressing Stagnation & Motivating Educators

This promotion drive aims to:

  • Boost morale and retention in the teaching sector
  • Resolve the long-standing issue of career stagnation
  • Align teacher responsibilities with CBC demands
  • Recognize years of service and professional development

What Promoted Teachers Should Do Now

  1. Acknowledge the promotion within 30 days
  2. Familiarize themselves with new duties and performance standards
  3. Seek clarity from TSC or school heads if needed
  4. File a personal copy of the appointment letter
  5. Wait for the salary adjustment via the official data sheet
