TSC Guidelines for P1 Teachers’ Deployment and Vetting to JSS

The Teachers Service Commission (TSC) has outlined specific vetting and deployment guidelines for P1 teachers transitioning to Junior Secondary Schools (JS). This process, managed by the TSC Regional, County, and Sub-County Directors, involves strict verification, deployment procedures, and reporting guidelines to ensure smooth transitions and optimal staffing.

Vetting Guidelines:

Teachers are required to present the following documents during the verification process:

  • Degree/Diploma certificates (original and copy)
  • Academic transcripts (original and copies)
  • SNE qualification (if applicable)
  • KCSE certificate
  • Current payslip
  • A declaration from the Head of Institution confirming the teacher’s current service, and that they are not under disciplinary action or interdiction.

Deployment Guidelines:

Deployment letters will be issued as follows:

  • Within the Sub-County: The Sub-County Directors sign the deployment letters.
  • Outside the Sub-County: The County or Regional Director signs the letters.

Key factors in deployment include:

  • Proximity: Teachers should be deployed close to their current stations where possible.
  • Subject Combination: Avoid deploying teachers with the same subject combination to the same station unless needed.
  • Gender Balance: Consider gender balance in each station.
  • SNE Qualification: Teachers with Special Needs Education qualifications should be posted to Special JS.

Two deployment letters will be signed—one for the teacher and one for filing at the TSC headquarters.

Posting and Reporting:

Once deployed, the Posting, Entry/Exit Reports Module must be updated online. The County Directors will initiate the posting, and the relevant school administrators will handle the submission of exit and entry reports for the transferred teachers.

Submission of Deployment Documents:

Upon completing the deployment exercise, County Directors will submit the following:

  • Certified copies of degree/diploma certificates, academic transcripts, and KCSE certificates.
  • Original deployment letter as per the provided template.
  • A declaration from the Head of Institution.
  • A list of deployed teachers with detailed information submitted in MS Excel format to the Director of Staffing.
  • A summary report on the deployment.

Rationalization of Staffing in Primary Schools:

After deployment, staffing positions in primary schools must be updated, and a teacher rationalization process should be completed within 14 days to maintain the continuity of teaching and learning.
