TSC – Changes to County Directors, Teacher Discontent Rises

The Teachers Service Commission (TSC) has undertaken a large-scale reshuffle of county and sub-county directors across Kenya. This restructuring aims to address rising concerns from teachers about delays in promotions and transfers, which have fueled tensions between educators and TSC officials. The reshuffle is seen as a strategic move to restore harmony within the education sector.

For months, teachers had voiced frustration, accusing some TSC officers of deliberately stalling promotions and transfer requests. The reshuffle includes filling vacancies left by retiring officers and promoting others, targeting regions where these concerns have been more pronounced.

Key Changes in Leadership

Some of the notable transfers and promotions include:

  • Fredrick Ng’ang’a, the outgoing Murang’a County Director, has been promoted to Regional Director for the Coast region, replacing Victoria Muoka, who recently retired. Margaret Kinyanjui, formerly the Kakamega County Director, will take over Ng’ang’a’s position in Murang’a.
  • Wilson Koros, previously in charge of Bungoma, has been transferred to lead Kakamega, while Evans Esese from the TSC headquarters will now head Bungoma.
  • In West Pokot, Dr. Esther Musani, previously in Homa Bay, replaced the retired Francis Lotam. Meanwhile, Milton Oyugi, who formerly led Kericho County, now heads Homa Bay.
  • Joseph Atwoto, the former Samburu County Director, has taken over Oyugi’s role in Kericho.

Changes Across Other Counties

Further leadership changes include:

  • Dr. Peter Muasya moved from Kwale to lead Samburu, with Dr. Esther Njiru filling his previous role in Kwale.
  • Mohammed Kaboo, formerly the Deputy Director in Tharaka Nithi, has been promoted to County Director, replacing Anne Wawuda, who has been transferred to Mombasa.
  • In Taita Taveta, David Gutu replaces Shee Shally as the County Director, while Samwel Wasonga, formerly the Sub-County Director of Taita Taveta, now heads Bumula, replacing Shivachi Ndombi.

Deputy Director and Other Reshuffles

Deputy directors were also affected in the reshuffle:

  • David Mogaka swapped roles with his counterpart Dr. Aleke in Kericho.
  • Everlyne Chemjor, the former Sub-County Director of Tongaren, was reassigned to Nandi as the Deputy Director, succeeding Wilfred Mosigisi, who now serves in Bomet.

Impact on Education Sector

This reshuffle follows TSC’s interviews of 50 Sub-County Directors and the earlier advertisement of 13 positions for Deputy Directors under the Career Progression Guidelines for Secretariat staff. While the changes have affected many counties, there remain ongoing demands from Sub-County Directors for automatic promotions, particularly as their peers in the Ministry of Education have been upgraded to higher job groups.

Outlook for Teachers and TSC Relations

The education sector is hopeful that these leadership adjustments will ease the strained relations between teachers and TSC officials. The new appointments are expected to facilitate smoother handling of promotions, transfers, and overall management, creating a more supportive environment for teachers across the country.
