TSC Begins Verification for P1 Teacher Upgrade Program Backed by World Bank

The Teachers Service Commission (TSC) has officially launched the verification process for primary school teachers set to benefit from the World Bank–funded P1 teacher upgrade program. This initiative is designed to empower teachers with additional qualifications, enabling them to teach Junior Secondary School (Grades 7, 8, and 9).

Why the Upgrade Program Matters

TSC is addressing a critical teacher shortage in Junior Schools, where the current deficit stands at over 72,000 teachers. Although 68,550 teachers have already been recruited in the past three years, more qualified staff are urgently needed to implement the Competency-Based Curriculum (CBC).

By partnering with the World Bank, TSC aims to upskill thousands of P1 teachers who only hold certificate-level qualifications. Successful candidates will be upgraded to diploma or degree status, improving not just their career progression but also the quality of education delivered in classrooms.

New Verification Template for Teachers

This week, TSC distributed a fresh Excel verification template to Regional, County, and Sub-County Directors. Headteachers are required to collect accurate data from teachers and submit it back to TSC.

Unlike previous submissions that only required KCSE mean grades, the new template demands the exact grades scored in individual teaching subjects. This additional layer of scrutiny ensures that only eligible teachers are shortlisted for the upgrade program.

Teachers must provide:

  • Their KCSE mean grade.
  • At least two teaching subjects with a C+ and above.
  • Personal and school details including TSC number and sub-county.

After data collection, TSC officials will conduct a physical document verification exercise to confirm the information provided.

Categories of Teachers Targeted

The program is designed for two groups of serving P1 teachers:

  1. Category One: Teachers with a KCSE mean grade of C+ and above, with at least two teaching subjects scored at C+. These teachers never advanced to a diploma or degree despite strong academic performance.
  2. Category Two: Teachers with a KCSE mean grade of C plain, but with at least two subjects scored at C+. This category significantly expands the pool of eligible teachers, recognizing subject-specific strengths.

Notably, teachers who already hold a diploma or degree are not eligible for this program.

Career Growth and Benefits for Teachers

For teachers, this program is a game-changer. Moving from a certificate (P1) to diploma or degree level means:

  • Promotion from Job Group C1 to C2 under the Career Progression Guidelines (CPG).
  • Higher salaries and improved allowances.
  • Greater recognition and job security within the teaching profession.

The financial support from the World Bank eliminates the major barrier—tuition and training costs—that has prevented many teachers from upgrading their qualifications in the past.

The benefits go beyond teachers’ welfare. Learners will now be taught by educators with stronger subject mastery and modern teaching skills aligned with CBC. This will:

Once verification is completed:

  • TSC will shortlist qualifying teachers.
  • Accredited universities and colleges will be announced for training.
  • Teachers will be guided on subject combinations, mode of study (school-based, online, or holiday), and training duration.

The rollout is expected to begin in November 2025, with teachers deployed to Junior Secondary Schools by early January 2026.
