TSC Begins Deployment of 6,000 P1 Teachers to Junior Secondary Schools (JSS), The Teachers Service Commission (TSC) has officially launched the deployment process for 6,000 primary school (P1) teachers to Junior Secondary Schools (JSS). This move aims to strengthen the JSS teaching workforce and promote career growth for primary school educators.
In a recent update, TSC confirmed that eligible applicants have begun the mandatory document verification process.
Low Turnout of Applications Despite Demand
TSC had initially announced the need for 6,000 trained P1 teachers to fill teaching positions in Grades 7, 8, and 9. However, only 3,693 applications were submitted.

Online Applications Opened in January
The online application portal for qualified P1 teachers was launched on January 13, 2025. This deployment is part of TSC’s broader promotion strategy to combat teacher stagnation and fill staffing gaps in junior secondary institutions.
To qualify, applicants must hold a degree in secondary education, with a minimum KCSE grade of C+ and at least a C+ in two teaching subjects.
TSC Facing Major Teacher Shortage in JSS
TSC previously announced a shortfall of 72,422 teachers needed for JSS. Including senior secondary, the combined shortage now stands at 98,261 educators. The commission requires a total of 149,350 teachers for Grades 7 to 9.
So far, 76,928 teachers have been deployed to JSS — 48,550 on permanent and pensionable terms, plus 8,378 redeployed P1 teachers from 2023 and 2024. In January, the government allocated KSh 4.8 billion to support the recruitment of 20,000 JSS intern teachers
Vetting Process for Deployment Underway
TSC has issued detailed guidelines for the vetting and verification of the 3,693 applicants. Sub-County Directors are required to thoroughly vet each teacher’s academic and professional qualifications
Eligibility Requirements for JSS Deployment
To qualify for deployment to JSS, a primary school teacher must:
Document Verification Guidelines
Applicants are required to present:
- Original and copy of degree/diploma certificate
- Original and copies of academic transcripts
- KCSE certificate (or equivalent)
- SNE qualification (if applicable)
- Current payslip
- Confirmation letter from school head showing active teaching status and no disciplinary issues
Submission of Verified Documents to TSC
After vetting, County and Sub-County Directors must submit:
- Minutes of verification meetings (Sub-County and County level)
- Comprehensive list of vetted teachers with status and remarks columns fully filled
- Justifications in remarks (e.g., “Not Qualified: KCSE grade C-“)
- All data must be submitted in MS Excel editable format to: dirstaffing@tsc.go.ke by June 20, 2025
Note: All original documents of successful applicants must be securely stored by Sub-County Directors pending further instructions. No alterations should be made to the official list except for status updates and remarks.
