TSC Announces the Eligibility Age for Employment, The Teachers Service Commission (TSC) has officially confirmed that teachers who have not yet reached retirement age are eligible for employment, regardless of being above 45 years. This clarification follows public concern and a previous court ruling on age-based hiring limits.
Speaking before Parliament, TSC Acting CEO Evaleen Mitei addressed a question raised by Narok County MP Hon. Rebecca Tonkei, who demanded action on unemployed, experienced teachers.
“Do you have data on teachers over the age of 45 who are not yet employed? Please collect it and find ways to absorb them into the workforce,” Tonkei stated.
Ms. Mitei affirmed that a 2020 court decision declared the former age limit of 45 years unconstitutional. Since 2021, the Commission has accepted employment applications from teachers aged up to 59 years and 11 months.
TSC emphasized its status as an equal opportunity employer, guided by the Constitution and employment regulations. The recruitment process, they reiterated, remains transparent, fair, and inclusive, with an emphasis on placing new hires within their home counties for better retention.
The Commission plans to hire 24,000 teachers by December 2025, including converting 20,000 junior secondary school (JSS) intern teachers to permanent and pensionable terms.
Former TSC CEO Dr. Nancy Macharia had earlier disclosed that the Commission requires Sh70 billion to fill 98,461 teaching vacancies across junior and high schools. Appearing before the Senate National Cohesion and Equal Opportunities Committee, she assured lawmakers that the Commission is committed to professional, merit-based hiring practices.
TSC’s recent recruitment progress includes:
- 9,000 teachers hired in FY 2022/23
- 39,550 teachers hired in FY 2024/25
- 20,000 interns recruited and deployed in January 2025
This brings the total to 68,550 targeted positions, with 68,313 teachers already deployed countrywide. The remaining 237 vacancies remain unfilled due to a lack of qualified applicants.

- Luhya – 10,466
- Kamba – 9,557
- Kikuyu – 8,799
- Luo – 8,721
- Abagusii – 6,796
In light of reports alleging political interference in teacher hiring, Dr. Macharia maintained that all recruitment processes are guided strictly by TSC policies. While she acknowledged media coverage of such claims, she stated that the Commission had not officially verified them.
