TSC Announces Major Salary Hike: Teachers to Receive 16%–32% Pay Rise and 20% Boost in Allowances Starting July, Big win for Kenyan teachers! The Teachers Service Commission (TSC) has officially proposed a massive salary increment for teachers in job groups B5 to D5, under the 2025–2029 Collective Bargaining Agreement (CBA).

If approved, the new CBA will see teachers enjoy:

16% to 32% increase in basic salary
20% rise in all allowances
Backdated pay starting July 1, 2025

Salary & Allowance Adjustments To Begin Immediately

Sources within the commission have confirmed that TSC plans to implement the new salaries in the July 2025 payroll, which is currently active. However, final implementation is subject to approval and signing by three key teacher unions:

  • KNUT (Kenya National Union of Teachers – for primary teachers)
  • KUPPET (Kenya Union of Post Primary Education Teachers)
  • KUSNET (Kenya Union of Special Needs Education Teachers)

A crucial meeting for the signing of the CBA has been scheduled for Friday, July 18, 2025, at the Kenya Institute of Special Education.

Job Group Restructuring: New Changes for Primary Teachers

TSC has proposed major structural reforms, including:

  • Abolishing job groups B5 and C4
  • Introducing new job groups D1 and D2 for primary school teachers

This means teachers will be automatically upgraded to the next job group. For instance:

  • Grade C1 teachers will move to C2
  • Grade C2 teachers will shift to C3, and so on

Hardship Allowance To Be Retained After SRC Talks

Earlier suggestions to scrap or reduce hardship allowances have been reversed after successful negotiations between TSC and the Salaries and Remuneration Commission (SRC).

All previously recognized hardship areas will retain their status, and teachers will continue receiving their allowances as usual.

New CBA Timeline and Union Pressure

The current CBA (2021–2025) expired on June 30, 2025. As per the law, teachers can only receive a salary increment once a new CBA is signed.

The new CBA, covering July 1, 2025 – June 30, 2029, is expected to:

  • Take effect immediately
  • Have monetary benefits spread across three years, not four as previously done

Both KNUT and KUPPET have warned of a nationwide strike if TSC fails to implement the CBA within two weeks.

What The Unions Are Saying

KUPPET Secretary-General Akelo Misori stated:

“We are ready to engage constructively with the Commission, but we expect these talks to go beyond formality. Teachers are demanding a meaningful package that reflects the realities of the current economy.”

KUPPET is pushing for:

  • 50% salary increase for teachers in higher job groups
  • 100% salary increase for teachers in lower job groups
