Salary & Allowances for TSC New Teachers to increase after 2024.

The recent adjustments to teachers’ salaries and allowances under the final phase of the 2021–2025 Collective Bargaining Agreement (CBA) have introduced significant changes, particularly benefiting teachers in larger cities. This government initiative, totaling Sh13 billion, aims to address the disparities in pay and benefits for teachers across various regions.

Housing Allowances

The new structure places a strong emphasis on housing allowances, with significant differences based on location:

  • Cluster 1 (Nairobi): Teachers in Nairobi will benefit the most, with housing allowances ranging from Sh6,750 to Sh50,000, depending on their pay grade.
  • Cluster 2 (Mombasa, Kisumu, Nakuru, Eldoret, Thika, Nyeri, Kisii, Malindi, Kitale): Housing allowances in these cities range from Sh4,500 to Sh35,000.
  • Cluster 3 (All Other Regions): Teachers in these areas will receive housing allowances between Sh3,850 and Sh25,000.

Other Allowances

In addition to housing, teachers are also eligible for several other allowances:

  • Commuter Allowances: These range from Sh4,000 to Sh16,000, offering financial support for daily travel.
  • Hardship Allowances: Teachers working in designated hardship areas will receive allowances from Sh6,600 to Sh38,100.
  • Disability Allowances: Teachers with disabilities will receive a flat-rate allowance of Sh20,000.
  • Annual Leave Allowances: These range from Sh4,000 to Sh10,000, depending on the teacher’s grade.

Salary Increments

The salary increments are structured to benefit most teachers, with variations based on their pay grade:

  • Grade B5: The lowest-paid teachers will see a salary increase of Sh1,037, raising their pay from Sh22,793 to Sh23,830.
  • Grade C1: Teachers in this group will receive a Sh1,296 increment, bringing their salary to Sh29,787.
  • Grade C2: These teachers will get a Sh1,666 increase, raising their salary from Sh36,621 to Sh38,286.
  • Grade C3: Salaries will increase from Sh44,413 to Sh45,671.
  • Grades C4 and C5: Teachers in these grades will receive Sh52,308 and Sh62,272, respectively.

However, not all teachers benefit from these adjustments. Those in higher pay grades, such as C4, C5, D4, and D5 at the minimum pay level, will not receive any salary increase.

Concerns and Implications

While these adjustments bring significant financial relief, especially for teachers in high-cost urban areas, there are concerns about the adequacy of allowances in Cluster 3. The rising cost of living in certain urban regions may not be fully covered by the provided allowances, potentially leading to financial strain. Additionally, stakeholders have raised concerns about the potential disparities in the quality of life for teachers across different clusters due to the varying allowances.

This new structure aims to improve the overall compensation for teachers, ensuring they are better supported in their roles, particularly in more expensive urban settings. However, the varying benefits across regions may continue to pose challenges, particularly for teachers in less well-compensated areas.
