Promotions to Deputies Principals in TSC C4

Promotions to Deputies Principals in TSC C4

The Teachers Service Commission (TSC) is taking significant steps to address the leadership gaps in schools across Kenya by promoting deputy headteachers and principals, particularly in response to the substantial number of teacher retirements. Here’s an overview of the key developments:

Promotions to Deputy Principals (C4) Distribution by County:

  • Rationale for Promotions:
The TSC is promoting experienced deputy headteachers to headteacher and principal positions to fill the vacancies left by a wave of retirements. In June 2024 alone, approximately 400,000 teachers retired, including many headteachers, which has created a pressing need for new leadership in schools.
  • Data Collection:
County Directors have been instructed to gather data on deputy headteachers who have been employed for at least eight years. This data will help identify candidates who meet the criteria for promotion. The information is being collected using an Excel template to streamline the process.
  • Number of Positions:
The TSC plans to promote 12,000 teachers in the 2024–2025 fiscal year:
    • Primary Schools: 9,000 positions.
    • Secondary Schools: 3,000 positions.

Specific Promotions and Recent Achievements:

  • Previous Retirements:
In December 2023, an additional 2,400 headteachers retired, further increasing the need for new school leadership.
  • Promotions from C4 to C5:
Last year, the TSC announced 35,505 promotion opportunities, including:
    • 1,049 positions for primary deputies moving up from job group C4 to headteacher posts (C5) in regular schools.
    • 30 deputies promoted to headteacher positions in special elementary schools.
  • Recent Promotions:
Dr. Nancy Macharia, the CEO of TSC, reported that 36,504 teachers were promoted in the fiscal year 2023–2024. Over the past five years, a total of 71,212 teachers have been promoted. Additionally, Ksh 1 billion has been allocated for further promotions in the 2024–2025 fiscal year.
  • Promotions from D2 to D3:
A specific group of 541 deputy principals was recently promoted from job group D2 to D3, elevating them to principal positions.

Importance of These Promotions:

  • Leadership Continuity:
The promotions are crucial for ensuring that schools continue to have strong leadership despite the large number of retirements. By promoting qualified deputy headteachers and principals, the TSC aims to maintain educational standards and ensure the smooth operation of schools nationwide.
  • Support from Primary School CSOs:
Curriculum Support Officers (CSOs) are playing a vital role in providing more information about C4 deputy headteachers to ensure that leadership vacancies are effectively covered until permanent appointments are made.

Conclusion:

The TSC’s efforts to promote and appoint new deputy headteachers and principals reflect a proactive approach to addressing the leadership needs in Kenya’s schools. By ensuring that experienced educators are placed in these critical roles, the Commission aims to sustain the quality of education and support the successful implementation of educational programs across the country.
