P1 Teachers Demand Recognition for Degrees in Junior Secondary School (JSS) Deployment,Primary school teachers across Kenya are urging the Teachers Service Commission (TSC) to recognize their academic qualifications—especially degrees and diplomas—for deployment to teach in Junior Secondary School (JSS).

Despite TSC’s ongoing deployment of teachers to handle Grades 7, 8, and 9, many qualified P1 teachers say they are being unfairly excluded from the promotion process due to rigid eligibility requirements.

TSC’s Current Requirements for JSS Deployment

TSC has set strict guidelines for deployment, insisting that P1 teachers must:

  • Hold a Bachelor’s Degree in Secondary Education
  • Have scored at least C+ in KCSE
  • Possess C+ in two teaching subjects

Unfortunately, this excludes several categories of teachers who have invested heavily in further education. Those being left out include:

  • Teachers with a Degree in Secondary Option and at least C+ in two teaching subjects, but only C in KCSE
  • Teachers with a Bachelor of Education (Primary Option), even if they meet the KCSE grade
  • Teachers holding Diplomas in ECDE

Many affected teachers have expressed frustration, saying the TSC has effectively disregarded their qualifications despite years of study and financial sacrifice.

Frustration Over Promotion Guidelines

Previously, TSC promoted teachers automatically once they submitted updated academic credentials. This process included acknowledgment letters and updated salary grades.

However, in January 2014, the Commission replaced the Schemes of Service (SoS) with the Career Progression Guidelines (CPG). Since then, promotions have relied more on performance-based tools like Teacher Performance Appraisal and Development (TPAD) instead of academic achievement.

TSC CEO Nancy Macharia reaffirmed that teacher performance remains central to promotion decisions.

TPD and Ongoing Vetting of Applicants

TSC plans to roll out the Teacher Professional Development (TPD) program this December to address long-standing promotion challenges.

Meanwhile, over 3,693 P1 teachers have already applied for deployment. While TSC sought 6,000 applicants, only a little over half responded.

The online application portal opened on January 13, 2025, as part of TSC’s broader strategy to reduce job stagnation among primary school teachers.

The Teacher Shortage Challenge

TSC revealed it requires 72,422 teachers to fill positions in Junior Secondary. Currently, only 76,928 teachers have been employed—48,550 on permanent and pensionable terms, and 8,378 deployed P1 teachers from 2023–2024.

To bridge the gap, the government allocated KES 4.8 billion earlier this year, which funded the hiring of 20,000 JSS teachers on internship terms.

TSC’s Official Deployment and Vetting Guidelines

TSC issued a directive detailing the deployment process for applicants, as follows:

A) Qualifications

Applicants must:

  • Be actively registered with the TSC
  • Be currently employed as a primary school teacher
  • Not be under interdiction or disciplinary review
  • Hold a Diploma or Degree in Education with a minimum C+ in KCSE and C+ in two teaching subjects
  • Have formally expressed interest in JSS deployment and appear on TSC’s official list

Note: Holders of Bachelor of Education (Primary Option) do not qualify.

B) Vetting Process

Sub-County Directors must invite applicants to verify their documents. Teachers should present:

  • Original & copies of degree/diploma certificates
  • Academic transcripts
  • KCSE certificate
  • Current payslip
  • A written confirmation from their head teacher confirming active employment and good standing

C) Submission to TSC Headquarters

After verification:

  • Sub-county directors must prepare minutes from the vetting meetings
  • County directors must compile the vetted teacher list with filled status and remarks
  • Submit all documentation in MS Excel format to dirstaffing@tsc.go.ke by June 20, 2025

Vetted documents should remain with Sub-County Directors for record-keeping. Only status and remarks columns are to be edited; no other changes to the official list are allowed.

Final Thoughts

The ongoing tension between qualified P1 teachers and the TSC highlights a growing concern in Kenya’s education sector. As TSC faces pressure to fill staffing gaps in JSS, it must also ensure fair recognition of qualifications for thousands of experienced educators.
