Only Secondary School Teachers to Supervise 2025 KJSEA Exams, Says KNEC

The Kenya National Examinations Council (KNEC) has confirmed that only secondary school teachers will be deployed as supervisors in the upcoming Kenya Junior School Education Assessment (KJSEA) and Kenya Certificate of Secondary Education (KCSE) exams.

This directive was outlined in a Teachers Service Commission (TSC) circular guiding the nomination of Centre Managers, Supervisors, and Invigilators for the 2025 national examinations.

Why Only Secondary School Teachers Will Supervise

KNEC explained that the decision is part of its ongoing efforts to curb exam malpractice. According to the council:

  • Primary and junior school teachers are considered to have vested interests in KJSEA candidates, making them unsuitable for supervisory roles.
  • To eliminate possible conflict of interest, secondary school teachers will oversee supervision duties, while primary school teachers may still serve as invigilators in other exams.
  • Additionally, KNEC has trained junior school teachers as examiners who will be used in the marking of KJSEA papers this year.

TSC Circular: 2025 Exam Management

In its Circular No. 17/2025 (Ref.No: TSC/ADM/192A/VOL.X/61) dated 2nd September 2025, TSC directed Sub-County Directors to begin the nomination and vetting of teachers who will serve as:

  • Centre Managers
  • Supervisors
  • Invigilators

The nominations must be submitted into the CP2 system (https://cp2.knec.ac.ke) no later than September 26, 2025.

Key Deployment Guidelines

According to the circular, the following rules will apply during recruitment and deployment:

  • Only qualified, TSC-registered teachers will be eligible.
  • No supervisor or invigilator will be posted to a school where they have worked in the last 3 years.
  • Teachers must declare any vested interests in their assigned centres.
  • Centre Managers will confirm details of supervisors and invigilators and take daily online attendance via the CP2 system.
  • For KILEA and KPLEA, teachers will invigilate their own learners, with one invigilator per 10 learners. No supervisors or centre managers will be deployed in these centres.
