Long-Serving C4 deputies promoted to Headteacher Roles by TSC

The Teachers Service Commission (TSC) is set to appoint deputy headteachers and principals to act as Heads of Institutions (HOI) in response to a significant number of vacancies caused by mass retirements. This initiative aims to ensure continuous leadership in schools across the country.

Key Actions and Measures:

  1. Identification of Suitable Candidates:
    • TSC has directed County Directors to provide details of primary and secondary school deputy headteachers who have served for a minimum of eight years.
    • This information is to be submitted in an Excel template, allowing for a streamlined identification process.
  2. Urgency Due to Retirements:
    • Approximately 400,000 teachers, including a substantial number of headteachers, retired in June.
    • In December 2023, 2,400 headteachers retired, creating numerous unfilled positions.

Planned Promotions for 2024-2025:

  • Promotion Overview:
    • TSC plans to promote 12,000 teachers during the 2024-2025 financial year.
    • Primary Schools: 9,000 posts
    • Secondary Schools: 3,000 posts
  • Role of Curriculum Support Officers (CSOs):
    • CSOs are to provide additional information on C4 deputy headteachers in primary schools.
    • This information is vital for promoting deputies to act in vacant schools temporarily until permanent appointments are made.
    • Deputies will be assigned to schools within sub-counties where vacancies exist.

Recent Promotions and Achievements:

  • Promotions Overview:
    • Last September, TSC advertised 35,505 promotion vacancies.
      • Included 1,049 positions for promoting primary deputies in C4 to headteacher positions (C5) in regular schools.
      • Promoted 30 deputies in special primary schools to headteacher roles.
  • Achievements in the Past Financial Year:
    • Dr. Nancy Macharia, TSC CEO, reported that 36,504 teachers were promoted during the 2023-2024 financial year.
    • Over the last five years, a total of 71,212 teachers have been promoted.
    • The government has allocated Ksh 1 billion for promoting more teachers in the upcoming 2024-2025 financial year.
  • Recent Specific Promotions:
    • 541 deputy principals promoted from job group D2 to D3 as principals.
