For successful teachers 2025, TSC will send promotion letters in April.

The Teachers Service Commission (TSC) is set to distribute promotion letters in April 2025 to teachers who excel in the ongoing promotion interviews. Those who are unsuccessful will receive regret letters, and the names of successful candidates will be published on the TSC website.

Addressing Past Concerns

The 2024 promotion exercise was marred by allegations of corruption and favoritism, with complaints that junior teachers with recent TSC numbers were prioritized over more experienced candidates. To enhance transparency, this year’s process aims to address these concerns.

Promotion Interviews and Application Statistics

Promotion interviews for post-primary teachers, including those from Teacher Training Colleges (TTCs) and secondary schools, began on January 27 and will conclude on February 6, 2025. Primary school teacher interviews ran from January 13 to January 23. TSC had advertised a total of 25,288 promotion slots for both categories.

  • In November 2024, TSC announced 5,690 vacancies for school administrators.
  • In December 2024, an additional 19,943 positions were advertised for teachers from job groups C1 to D3, including:
    • 16,109 positions for primary school teachers
    • 9,179 positions for post-primary teachers

The 2025 exercise saw an overwhelming 189,000 applications, with 96,640 from primary school teachers and 44,043 from post-primary teachers. Unlike previous years, this time the interview process focused solely on document verification rather than oral questioning.

Promotion Criteria and Scoring System

The scoring system emphasized experience and qualifications, with senior teachers receiving higher scores:

  • Age-Based Scoring:
    • 55+ years – 30 marks
    • 50-54 years – 26 marks
    • 45-49 years – 22 marks
    • 30-39 years – 14 marks
  • Academic Qualifications:
    • Master’s Degree – 5 marks
    • Bachelor’s Degree – 3 marks
    • Diploma – 1 mark
  • Length of Stay in Current Grade:
    • 7+ years – 50 marks
    • 6 years – 40 marks
    • 5 years – 30 marks
    • 4 years – 20 marks
    • 3 years – 10 marks
  • TPAD (Teacher Performance Appraisal and Development) Ratings:
    • 81+ – 10 marks
    • 61-80 – 8 marks
    • 41-60 – 6 marks
    • 21-40 – 4 marks
    • 1-20 – 2 marks
  • Additional Marks:
    • KNEC Examiner – 4 marks
    • Presentation – 1 mark

Mandatory Documents for Successful Candidates

Teachers who receive promotion letters must submit five documents, as required under Chapter 6 of the Kenyan Constitution:

  1. Certificate of Good Conduct (DCI)
  2. Higher Education Loans Board (HELB) Clearance Certificate
  3. Tax Compliance Certificate (KRA)
  4. Ethics and Anti-Corruption Commission (EACC) Clearance
  5. Credit Reference Bureau (CRB) Clearance

TSC’s Allocation for Teacher Promotions

TSC has allocated Sh1 billion to fund the 2025 teacher promotions, aiming to fill vacancies left by mass retirements, particularly among heads of institutions (HOIs) and deputies.

Breakdown of Key Positions (December 2024 Advertisement)

Among the 19,943 advertised positions, notable vacancies include:

  • Chief Principal (Regular Schools) – 44 slots
  • Senior Principal (Regular Schools) – 126 slots
  • Principal (Regular Schools) – 652 slots
  • Deputy Principal II (Secondary Schools) – 786 slots
  • Senior Master III (Regular Schools) – 1,987 slots
  • Senior Teacher I (Regular Primary Schools) – 4,703 slots
  • Deputy Head Teacher II (Regular Primary Schools) – 3,653 slots
