Education Specialist, P3
The purpose of the role Under the direction and general supervision of the Chief of Education, the Education Specialist (P3) assists in the development and preparation of the Education programmes and is accountable for managing, implementing, evaluating, and reporting on the progress of education programmes/projects within the country program.
The specialist provides technical guidance and management assistance throughout the programming process to facilitate the administration and achievement of results on education programmes/projects to enhance learning outcomes and equitable and inclusive education, especially for children who are marginalized, displaced, disadvantaged, and excluded from society.
This will be done in close collaboration with other UNICEF programme sections in the UNICEF Kenya Country Office, respective field offices, and involved partners. The TA Education Specialist will ensure the quality coordination of UNICEF’s multi-sectoral/ integrated interventions related to education in collaboration with the Education technical leads and Innovation Manager.
This will focus on refugee education, digital learning, skills development, and the overall agenda of learning to earning. The incumbent will coordinate the timely implementation of the activities in line with the approved proposals together with programme sections and field offices.
The incumbent will adhere to a Results Based Management approach and methodology (RBM), as well as UNICEF s Strategic Plans, standards of performance, and accountability framework. Support to programme development and planning is one of the main responsibilities and tasks. Help the boss establish goals, devise plans, and carry out actions.
Keep abreast of development trends to enhance programme management, efficiency, and delivery by keeping abreast of development trends. Participate in long-term planning discussions regarding educational programs.
Ensure alignment with UNICEF’s Strategic Plans and Country Programme and coherence/integration with the UN Sustainable Development Cooperation Framework by formulating, designing, and preparing programme proposals for the sector.
Implement strategies and goals for the sector using a results-oriented planning language and approach. Documentation is required for programme review and approval. Discuss strategies and methods with internal colleagues and partners, and establish national priorities, to ensure the achievement of tangible and sustainable outcomes.
All stages of programming processes are supported by technical and operational assistance, ensuring integration, consistency, and alignment of programmes/projects with other UNICEF sectors and achieving desired outcomes.
Performance accountability, coherence, and delivery of concrete and sustainable results for the assigned sector on education programmes can be assessed by establishing monitoring benchmarks, performance indicators, and other UNICEF/UN system indicators.
Participate in monitoring and evaluation activities, program evaluations, and yearly evaluations with the government and other counterparts to evaluate progress and determine necessary actions/interventions to achieve desired outcomes.
Prepare and assess monitoring and evaluation reports in order to identify gaps, strengths, and weaknesses in programme management. Identify lessons learned and use knowledge gained for development planning and intervention to achieve goals.
Actively monitor programmes/projects through field visits and surveys, and exchange information with stakeholders to assess progress, identify bottlenecks and potential problems.
Make timely decisions to resolve issues and/or refer to relevant officials for timely resolution. Monitor and verify the optimum and appropriate use of sectoral programme resources (financial, administrative, and other assets), confirming compliance with organizational rules, regulations/procedures, donor commitments, standards of accountability, and integrity, and ensuring timely reporting and liquidation of resources.
Keep management, donors, and partners informed of programme progress by preparing regular and mandated programme reports.

Build and sustain effective Support fundraising for education programmes by preparing communication and information materials for CO programme advocacy.
Participate and/or represent UNICEF in appropriate inter-agency discussions on education and related issues in order to collaborate with inter-agency partners/colleagues on UNSDCF planning and preparation of programmes/projects. Apply and introduce innovative approaches and good practices to build the capacity of partners and stakeholders and to support the implementation and delivery of concrete and sustainable programme results. Research, compare, and implement the latest trends in learning administration. Best practices and knowledge learned can be assessed, institutionalized, and shared. Contribute to the formulation and implementation of policies and procedures to ensure the effectiveness and effectiveness of eco-friendly programs and initiatives.
Promote sustainable results in education and related programmes/projects by organizing and implementing capacity-building initiatives. To qualify as an advocate for every child, you must have the following minimum requirements: An advanced university degree in business administration, social science, public administration/policy, international development, or other related or relevant field. An undergraduate degree and two more years of relevant work experience can be substituted for the advanced degree.
5 years of relevant experience, preferably working for a UN Organization, INGO, or similar, is required. Experience working in an education programme focusing on skills building and/ or refugee education portfolios is an advantage.

Technical Competencies Understanding of the overall global development context, including issues such as poverty, migration, and the impact of these factors on education and vice versa; and integrated, multi-sectoral approaches to address such issues in collaboration with other sectors (including Innovation, Social Policy, Child Protection)
Understanding global trends in the education of children and adolescents and international engagement strategies, including the application of the equity and integration lenses and rights-based perspectives to programming. Understanding the humanitarian development nexus in the refugee hosting areas is important.
Programming experience in education includes programme design, costing/budgeting, monitoring and evaluation, and reporting. Excellent planning, coordination, reporting and teamwork skills are required. Excellent management and planning abilities.
