The Teachers Service Commission (TSC) has delivered great news to thousands of long-serving teachers. A total of 4,683 C1 primary school teachers who have stagnated in the same job group for years have been shortlisted for automatic promotion to job group C2 (Senior Teacher II).

In its latest advertisement, TSC declared 21,313 promotion vacancies across different teaching cadres, with C1 to C2 promotions taking the largest share.
Teacher Job Groups Explained
- Entry Point: Primary school teachers begin at B5.
- Automatic Promotion: After 3 years, they move to C1.
- Next Step (C2): Promotion to Senior Teacher II is not automatic. Teachers must attend promotion interviews and meet specific criteria.
C2 is the entry grade for school administrators such as Senior Teachers in primary schools.
Requirements for C2 Promotion
To qualify for promotion from C1 to C2, a teacher must:
- Have served as Primary Teacher I (T-Scale 6) for at least 3 years.
- Attain a satisfactory rating in the Teacher Performance Appraisal and Development (TPAD).
- Show proven ability to mentor, supervise, and support fellow teachers.
- Meet other conditions set by the Commission.
Why Age Matters in 2025 Promotions
There are about 130,000 teachers stuck in C1, but this year’s promotion guidelines favour older teachers.
According to the TSC promotion scoresheet (2025–2026):
- 57 years and above – 30 marks
- 52–56 years – 25 marks
- 47–51 years – 20 marks
- 42–46 years – 15 marks
- 41 years and below – 10 marks
Teachers who have stayed longer in the same grade will also score highly:
- 7+ years in grade – 30 marks
- 6 years – 25 marks
- 5 years – 20 marks
- 4 years – 15 marks
- 3 years – 10 marks
Interestingly, academic qualifications carry little weight, with only 3 out of 100 marks awarded for certificates:
- PhD – 3 marks
- Master’s – 2 marks
- Degree – 1 mark
- Diploma – 0 marks
Additional Considerations
- Teachers with administrative responsibilities (e.g., Head or Deputy Head Teacher) will get extra marks if they provide evidence of service.
- Educators serving in ASAL regions will benefit from affirmative action.
- Those who acted in leadership roles will also have an advantage.
Promotion Budget & Application Deadline
In the 2025–2029 CBA agreement, TSC pledged to spend Ksh 1 Billion on teacher promotions this financial year.
Teachers interested in these opportunities must submit their applications before midnight, Monday, August 25, 2025.
