Big Win for Teachers as TSC Moves to Add More Regions to Hardship Allowance List – See the Updated Areas,Teachers in certain parts of Kenya are set to benefit after the Teachers Service Commission (TSC) confirmed plans to expand the list of regions eligible for hardship allowances.

This move comes after the Public Petitions Committee of the National Assembly agreed to engage the TSC and the Salaries and Remuneration Commission (SRC) over the current criteria used to classify hardship zones across the country.

Petition Sparks Change in Hardship Zone Classification

During a session held on Tuesday, June 10, 2025, at Bunge Towers, Parliament Buildings, the Committee chaired by Hon. Edith Nyenze (Kitui West) resolved to summon TSC over discrepancies in the classification process.

The petition was tabled by Hon. Vincent Musyoka (Mwala) on behalf of the Kenya Union of Post Primary Education Teachers (KUPPET) in Machakos County.

According to the petition:

  • Mwala and Kalama Sub-counties have been excluded from the list of hardship areas,
  • Despite being surrounded by zones such as Yatta, Kitui Rural, and Mbooni East, which qualify for the allowance.

“It’s unfair that some schools in Kalama benefit from hardship allowances while others in the same area are excluded,” said Hon. Musyoka.

Concerns Over House Allowances in Metropolitan Areas

The Committee also discussed the need to harmonize house allowances across metropolitan regions.

Hon. Patrick Makau (Mavoko) raised concerns about:

  • The unfair disparity in house allowance allocations in Nairobi’s metro zones.
  • Teachers in areas like Mlolongo receiving less than colleagues in Embakasi South, despite similar urban profiles.

“We must address this inequality to ensure all teachers in urban zones are treated fairly,” said Hon. Makau.

Key Resolutions from the Public Petitions Committee:

  • The Committee will engage TSC and SRC to explain the criteria used to designate hardship zones.
  • It seeks to revise and expand the list to include overlooked regions such as Mwala and parts of Kalama.
  • It will also investigate the house allowance disparities in urban areas and recommend harmonization.

Other Petitions in Parliament

Separately, Hon. Martin Owino (Ndhiwa) submitted a petition on unfair labor practices at Sukari Industries Limited in Homa Bay County. His concerns included:

  • Alleged discrimination between local and foreign workers
  • Unequal pay for equal work
  • Unfavorable working conditions

  • More teachers qualifying for hardship allowances, especially in previously ignored zones.
  • Fairer house allowance distribution across urban teaching stations.
